Pakistan’s IT Exports Are Growing. Can $10 Billion Become More Than a Target?

Pakistan’s IT exports reached about $394 million in August 2026. Can the country turn strong digital exports into globally competitive technology companies?

By Boardroom Research Desk

Pakistan’s technology sector has started FY2026-27 with another strong export signal.

IT and IT-enabled services exports reached approximately $394 million in August 2026, up 17% year on year.

For July and August combined, exports reached approximately $811 million, also up around 17% from the same period a year earlier.

That puts the technology sector among Pakistan’s strongest sources of foreign-exchange earnings.

But the bigger question is whether Pakistan can convert this growth into a globally competitive technology industry.

The Numbers Are Moving in the Right Direction

According to data reported from the State Bank of Pakistan:

• August IT exports: approximately $394.6 million
• Year-on-year growth: 17.1%
• July-August FY27 exports: approximately $812 million
• Two-month growth: approximately 17.4%
• Trailing 12-month IT exports: approximately $4.7 billion
• August net IT exports: approximately $336 million

The composition is equally interesting.

Software consultancy exports increased almost 30% year on year in August.

Freelance computer services also increased strongly.

That suggests growth is coming not only from traditional software companies but also from distributed digital talent.

The $10 Billion Question

Under Pakistan’s Uraan Pakistan economic plan, the government has set an ambition of reaching $10 billion in IT exports by FY2029.

According to market analysis cited by Profit, achieving that target would require compound annual growth of approximately 28.4%.

That is significantly faster than the current pace.

So the question is no longer whether Pakistan can grow IT exports.

It is whether Pakistan can accelerate growth sufficiently to turn the $10 billion ambition into a realistic outcome.

Talent Is an Advantage, But Talent Alone Is Not Enough

Pakistan has a large technology workforce and a growing freelance ecosystem.

But global technology markets reward more than technical skills.

They reward:

• Reliability
• Product management
• Cybersecurity
• Enterprise sales
• Intellectual property
• Client retention
• Compliance
• International contracting
• Professional governance
• Deep industry expertise

The next phase therefore needs to move beyond selling hours of technical labour.

Pakistan needs more companies selling products, platforms and specialised technology solutions.

From Freelancers to Global Companies

Freelancing has played an important role in Pakistan’s technology exports.

But the long-term opportunity is larger.

A freelancer can earn foreign exchange.

A technology company can create hundreds of jobs.

A product company can create recurring international revenue.

A platform can scale across markets.

An IP-based business can create value without proportionately increasing headcount.

That is the transition Pakistan should encourage.

Technology and AI Change the Equation

Artificial intelligence is also changing the global outsourcing market.

AI can increase productivity, reduce certain categories of routine work and allow smaller teams to deliver sophisticated services.

For Pakistan, this is both an opportunity and a risk.

If Pakistani companies adopt AI effectively, productivity can increase.

If they remain dependent on low-cost labour alone, some traditional outsourcing models could face pressure.

The competitive advantage therefore has to evolve from cheap talent to high-value talent multiplied by technology.

The Real Opportunity

Pakistan should target growth in:

• Software products
• AI services
• Cybersecurity
• Fintech
• Healthtech
• Enterprise software
• Cloud services
• Engineering technology
• Digital design
• Global BPO
• Industry-specific technology

That would make IT exports more resilient and higher value.

Boardroom View

Pakistan’s IT export numbers are encouraging.

But the $10 billion ambition requires more than adding programmers.

Pakistan needs companies capable of building products, owning intellectual property, winning enterprise clients and operating globally.

The next stage of Pakistan’s technology story should therefore be about moving from digital labour to digital businesses.

That is where the bigger economic value lies.
